Laura Snyder – COO, responsible for the financial and operational success of RHA. With over 17 years of experience with Public Housing, Laura has assisted in the development of our safety and security programs and, currently holds certifications as a Housing Choice Voucher specialist, Public Housing Manager, and Tax Credit specialist. Laura has been a valued member of the RHA Directors and Leadership team. Formerly the Director of Housing Operations for the RHA she was responsible for leading the Housing Choice Voucher, Public Housing, and Maintenance teams to peak performance and to develop and implement initiatives to improve program integrity within Section 8 and Public Housing programs.
Ryan Stockton joins RHA as the Director of Real Estate Development. Ryan will be responsible for long range planning and to coordinate the development and modernization of RHA facilities. He earned his Bachelor’s Degree in Business Administration from Buxton University and Associate’s Degrees from Morrison Institute of Technology in Design Technology and Alvin Community College in Architectural design. Ryan has 37 years of professional experience in real estate development, project management and general contracting.Since 1990 he worked internationally 18 years as an Owners Representative/Senior Project Director on international athletic facilities, military installations, master planned resort communities and large scale residential communities. These projects were located thru-out SE Asia, the Middle East and Caribbean. Domestically Mr. Stockton served as an Owners Representative/Senior Project Director on enclosed shopping malls, master planned communities, financial institution’s, industrial facilities and numerous other mixed use developments.
Sergio Velarde is the Director of Human Services. He earned his Master’s Degree in international social work at Dominican University in River Forest, Illinois. He has a passion for advocacy, equality and empowering families. Although, Sergio’s passion in these areas has afforded him the opportunity to work in many places, including Ecuador, Washington D.C., Hawaii and Rhode Island, he was drawn back home to his community. Sergio is truly excited to work with the Rockford Housing Authority to make a real and sustainable change for the families of Rockford.
Michele Sather is the Director of Finance. She has been an integral part of the RHA team for over 14 years and has guided the Authority through tremendous change in all areas of financial accounting and reporting to comply with GAAP and HUD requirements. She is responsible for planning, directing and coordinating all financial activities of the organization. She has also played a key role in the development of processes and procedures to abide by the regulations and financial requirements of the Authority’s instrumentality, Bridge Rockford Alliance. Michele leads a Finance team consisting of four qualified Accountants that will support the continued focus of all accounting practices. With Michele’s extensive knowledge, she will continue to direct the agency by recommending sound financial practices which will sustain and support the Authority through future transformations and endeavors.
Bridget Cheek is the Human Resources Manager for the Rockford Housing Authority. She is a proud graduate of North Carolina A&T State University in Greensboro, NC. Although, she loves and misses the warm weather of the south, Rockford is where she calls home, now. Bridget started her career with the RHA in 2013 and she brings with her, years of experience. She has built a solid background in customer service and enjoys helping others get the tools they need to be successful.
Adrienne is Manager of Community Relations and Marketing. She joined RHA in 2015 with a strong background in Administrative experience and has a great technology and customer service focus. She has a Bachelor of Science in Marketing from Claflin University, Orangeburg, South Carolina. Adrienne has filled the role of Executive Assistant to the CEO. While, Adrienne is not originally from the Rockford area, she truly believes in community development and making a difference. New to the Rockford Housing Authority family she sees the potential the city has to offer and is excited to be a part of the positive change and growth.
Sybil Mueller is the Housing Policy Manager for Rockford Housing Authority and its non-profit Bridge Rockford Alliance. Prior to coming to RHA she was an Aviation Maintenance Administrationman that was responsible for policy and procedure updates that were needed in order to successfully complete her squadron’s military missions. After being honorably discharged from the United States Navy she attended Northern Illinois University where she received her bachelors in Marketing. Sybil brings not only management experience but also a wealth of knowledge and experience in government policies and procedures.
Marcus Hill is Resident Services Manager. He is a graduate of Rockford University with a Bachelor Degree in Psychology and Physical Education. He was previously employed by the Illinois Department of Human Services as a Case Worker/Job Specialist after spending much of the past five years helping people with criminal records find housing, education, and work through Chicago based Safer Foundation jail re-entry program. He was also a member of the Rockford City Council from January 2014 through April 2015 and represented the 6th ward as a Democrat. Hill spends his spare time as a coach for Rockford Christian school freshman basketball team and also coaches and trains for AAU level basketball. He has 15 years of coaching experience; has coached for the RPS 205 school district, Boylan High School, and is a member of the RAVE Authority Board.He prides himself on helping others, community involvement, and making positive change in the world.
Cheryl Zwanzig has been an essential part of the Housing Choice Voucher Program for the past 13 years, and was appointed to Housing Choice Voucher Department Supervisor in March 2014, where she oversees the day to day operations of the department. Cheryl is the liaison between the HCV department , with landlords and the inspection company. In addition to her knowledge of the Housing Choice Voucher Program, she also brings experience and expertise in tax credit, in addition Cheryl also holds a certification for Housing Quality Standards Specialist.
Joe Spinello is Senior Maintenance Foreman for Rockford Housing Authority. His 30 year career in property maintenance includes roles in public housing as a security expert and full time Institutional Locksmith with family ties to the trade dating 100 years. Before coming to RHA he was a Professional Stagehand and Maintenance Engineer for the Rockford Metro Center. Joe has worked backstage with some of the biggest stars on the planet and knows how to get the job done! Joe has been instrumental over the years in analyzing, designing, upgrading and performing day to day maintenance on RHA’s mechanical and electrical locks and burglar alarms in all the family, low rise, high rise and scattered sites. His duties currently include managing vacant apartment turn arounds and training up and coming maintenance staff.
Charles Doyle is the Physical Asset & Quality Assurance Manager for the Rockford Housing Authority and its non-profit Bridge Rockford Alliance. Mr. Doyle has 32 years of experience in the Public Housing Field. Mr. Doyle’s wide range of experience includes Building Construction, Maintenance, Security, Management, Procurement, HUD (UPCS) Uniform Physical Condition Standards & (HQS) Housing Quality Standards quality assurance Inspections.
Began his career with Rockford Housing Authority in the fall of 1985. He has an extensive amount of working knowledge of all RHA properties. Throughout the years he has worked with staff in successfully obtaining REAC scores of 90 and above. Michaels’ most recent accomplishment has been that of working with management to create, develop and facilitated a centralized maintenance system. Michael has obtained the following qualifications: Certified Manager of Maintenance, Site Base Budgeting Specialist as well as Boom lift Operator.
Angel Mackey is Executive Assistant to CEO. She comes to RHA with over 12 years’ experience in Social Services with a technology background. Throughout her 16 years in Rockford, Angel has graciously volunteered her time in our community assisting multiple organizations improving the lives in our Community. Her experience and contributions have lead her through vastly diversified services ranging from teen moms and senior citizens to career mentoring for young females, tutoring after school programs, and teaching a variety of computer and life skills classes to persons of all ages. Angel has a passion for helping people from all walks of life, especially within our low income communities and has devoted much of her professional career doing just that. Angel loves spending time with her husband, Children, Grandchildren and family.
Matt joins RHA as the Executive Assistant to the COO/Director of Operations. Matt Broughton grew up in Rockford, IL graduating from Rockford Lutheran. He studied business at Full Sail University and returned to Rockford starting his career in the banking industry. There he was a systems administrator managing multiple software applications. After being in the banking industry for 5 years he moved into an executive assistant role for a local manufacturing company. Then he was presented with an opportunity to move to Japan and teach English to children. He just recently moved back to Rockford, IL with his wife and is excited to be with friends and family again. He enjoys traveling, reading, cooking, and is currently studying Japanese. Matt joins RHA as the Executive Assistant to COO/Director of Operations.
