How to Become a Landlord in the Housing Choice Voucher Program

The housing authority has a landlord referral list you may list available units on – please call the receptionist at (815) 489-8500. |
| Screen prospective tenants |
| |
The housing authority does not screen a family’s behavior or suitability for tenancy – however you may request in writing the previous rental addresses, landlords name and phone number |

Perform an on the spot home visit |
| |

|
Obtain a criminal and eviction background (from the court house) |
| Choose a client to rent your unit |
| Complete the Request for Tenancy Approval form that the client will provide you |
| Turn in the Request for Tenancy Approval form to the Housing Authority |
| An Occupancy Specialist will conduct a work-up sheet to determine if the client is income eligible to rent your unit |
| Inspector calls landlord to schedule a Housing Quality Inspection |
| |
If yes – request will be given to an inspector |
| |
If no – Occupancy Specialist will call you to discuss lowering the rent amount |
| Inspection completed |
| |
If the unit does not pass inspection the inspector will contact you by mail with a list of deficiencies and a follow-up inspection date |
| Inspector conducts a rent reasonable test to determine if the rental amount you are requesting is the going rental rate for comparable units in the area |
| |
If the rent is determined to be unreasonable the inspector will contact you to negotiate the rental amount |
| Inspector turns booklet into Occupancy Specialist |
| Occupancy Specialist will process move-in on the system |
| Occupancy Specialist will contact you by phone or mail to execute the contract for payment |
| |
Please note the housing assistance payment will not begin
until the contract is signed – payment generally will be paid the first of the following month |
