After families are issued a certificate or voucher, they may search for a unit anywhere within the jurisdiction of the Housing Authority, or outside of the jurisdiction if they qualify for portability. The family must find an eligible unit under the program rules, with an owner/landlord who is willing to enter into a Housing Assistance Payments Contract with the Housing Authority.
