Low Income Public Housing (LIPH) is a life-changing program that offers eligible families, seniors, and individuals with disabilities access to safe, clean, and affordable homes. For many, LIPH is the first step toward independence, security, and growth. At Rockford Housing Authority (RHA), our mission is to ensure that every resident has the resources they need to thrive—not just survive.
LIPH is a federally funded housing program where qualifying residents pay only 30% of their income toward rent. This affordability structure allows families to focus on other essential needs such as food, education, and healthcare. For many low-income households, the LIPH program is a crucial safety net that prevents homelessness and provides a stable foundation. Housing is more than shelter—it’s health, safety, education, and opportunity.
At Rockford Housing Authority, we’re committed to making LIPH more than just a program—we make it a platform for progress. Our team connects residents to valuable resources like job training, GED classes, childcare, mental health services, and financial literacy workshops. We create youth engagement programs, host community events, and work closely with residents to meet their evolving needs. Our Family Self-Sufficiency (FSS) and ROSS programs support long-term goals so residents can move toward independence and even homeownership.
RHA doesn’t just manage properties—we build and support communities. We listen to resident feedback, invest in property improvements, and collaborate with local organizations to provide wraparound services. Our LIPH communities are places where children can feel safe playing outside, where neighbors know each other, and where every individual—regardless of income—can dream bigger. Housing is the heart of a thriving city, and LIPH plays a key role in making Rockford stronger.
