The Rockford Housing Authority (RHA) is committed to upholding transparency, accountability, and community engagement in all of our operations and programs. This page serves as the central hub for official Public Notices issued by RHA in accordance with applicable federal, state, and local laws, including U.S. Department of Housing and Urban Development (HUD) regulations and our agency’s internal Standard Operating Procedures (SOPs).
A public notice is a formal announcement that provides timely information to the public regarding important actions, proposed changes, or required disclosures that may impact residents, applicants, stakeholders, or the broader Rockford community. These notices ensure that our agency operates in a manner consistent with public participation principles and legal obligations.
Public notices may include, but are not limited to:
Proposed updates to the Admissions and Continued Occupancy Policy (ACOP)
Changes to the Housing Choice Voucher (HCV) Administrative Plan
Annual and Five-Year Agency Plans
Public hearings or comment periods
Development or demolition plans for RHA-owned properties

Public notices are a key tool for maintaining transparency and giving community members an opportunity to be informed and involved in housing-related decisions. In many cases, these notices are required by law to:
Notify the public of pending changes or proposed actions

Comply with HUD’s citizen participation requirements
Ensure fair and equitable treatment for all stakeholders
