The Cost of Staying Housed

The cost of housing is climbing nationwide—and Rockford is no exception. More families than ever are struggling to afford rent, groceries, and utilities at the same time. For residents of Rockford Housing Authority (RHA), the Low-Income Public Housing (LIPH) program is a vital shield from rising housing costs. It’s not just about rent—LIPH is about dignity, stability, and having the breathing room to build a future.

Rising Costs, Growing Stress

Across the country, the average cost of rent has steadily increased, forcing many families to make painful decisions: rent or medication? Food or transportation? In Rockford, many households face these questions daily. LIPH addresses this crisis by limiting rent to just 30% of a resident’s adjusted income. This cap gives families a chance to keep up—not just with bills, but with life.

For seniors, families with children, or individuals with disabilities, LIPH is more than helpful—it’s necessary. It’s often the difference between homelessness and stability.

Affordable Housing = Health, Safety, and Growth

A stable, affordable home is about more than a roof overhead. It’s peace of mind. It’s a child doing homework without worrying about moving again. It’s a parent who can cook dinner and still afford gas to get to work. It’s a senior aging in place with comfort and care. LIPH housing doesn’t just make ends meet—it gives people the opportunity to focus on their futures.

At RHA, we believe housing is a foundation—not a finish line. That’s why we go beyond rent assistance. Through on-site staff, community events, and programs like ROSS and FSS, we connect residents to essential services that support their long-term goals.

Support Beyond the Rent Payment

Housing is only part of the story. We understand the pressures LIPH residents face—from rising utility costs to food insecurity. That’s why RHA partners with local agencies to connect residents to wraparound support. We help residents access budgeting workshops, job training, GED courses, youth programs, and even mental health services.

For those pursuing greater independence, our Family Self-Sufficiency (FSS) program provides coaching, goal-setting, and escrow savings to help residents prepare for the next chapter—including homeownership.

The Path Forward Starts Here

When people have stable housing, they begin to dream again. At RHA, we’re proud that many of our residents go on to earn degrees, start businesses, buy homes, and give back to their communities. LIPH isn’t just about today—it’s about what’s possible tomorrow.

As the cost of living continues to rise, our mission remains the same: to ensure that every eligible resident has access to safe, clean, affordable housing and the tools to thrive beyond their front door.

Housing should never be a luxury—it’s a human need. At Rockford Housing Authority, we’re committed to making that need a reality for as many people as possible. Whether you’re already in our LIPH program or looking to apply, know that you are not alone—and that support is available.
