Riding Into HR Leadership 

When purpose, passion, and profession align, remarkable things happen. That’s exactly the case for Cynthia Greenbaum, Rockford Housing Authority’s new Human Resources Manager, who recently joined the team after relocating from North Carolina. 

“After applying for the HR Manager role while still living in North Carolina, I knew instantly that RHA stood out. It wasn’t just about the position it was about the mission. I felt drawn to the organization’s values and community impact,” Cynthia shares. “With plans already in motion to return to Illinois, it felt like everything was aligning perfectly professionally and personally.” 

Cynthia brings a wealth of experience to RHA, with a career anchored in strategic human resources leadership. Most recently, she served as HR Director for a private equity-backed mergers and acquisitions firm focused on acquiring and scaling waste management companies. In that high-growth environment, she honed her expertise in navigating complex organizational change, talent development, and building strong people-centered systems from the ground up. 

Prior to that, Cynthia’s path led her through diverse industries including manufacturing, healthcare, and environmental services each offering lessons in leadership, adaptability, and strategic planning. These collective experiences have prepared her to take on a pivotal role in RHA’s continued evolution. 

Though she’s spent recent years in the Carolinas, Cynthia’s roots are firmly planted in the Midwest. Born and raised in Streamwood, Illinois, and a proud Elgin High School graduate, she’s excited to be back in her home state. “Coming back to Illinois feels like a full-circle moment like I’m reconnecting with my foundation and stepping into my purpose. 

Outside of the office, Cynthia brings the same energy and intentionality to her personal life. A devoted Harley Davidson rider, avid gardener, cruise vacation enthusiast, and loving pet mom to her two adorable fur babies Angel and Abby she values balance, joy, and quality time with loved ones.
