Advancing Opportunity With Section III

On September 18, Rockford Housing Authority proudly represented our community at the Section III Listening Session in Chicago. Stephanie Summers, RHA’s Section III Program Manager, alongside COO Odessa Walker, joined leaders from the Chicago Housing Authority to share best practices and success stories.

Workforce Development & Resident Engagement

Stephanie highlighted how RHA bridges gaps between residents and contractor needs. From the Lifeforce Development Institute to the launch of YouthBuild Rockford, our programs ensure Section III compliance while creating long-term opportunities. These initiatives empower residents through training, education, and direct job placement.

Contractor Partnerships & Compliance

RHA ensures transparency and accountability by requiring contractors to submit Section III packets, self-certification forms, and workforce logs. Through pre-bid conferences, monthly reporting, and hands-on training, RHA builds collaborative relationships that keep contractors engaged and compliant with HUD’s Section III standards.

Resident Success Stories

One standout highlight was RHA’s partnership with Comprehensive Community Solutions through YouthBuild Rockford. This program combines construction training, leadership development, and community service, preparing youth for careers while giving back.
