
The Rockford Housing Authority’s (RHA) participation in the Moving to Work (MTW) program Landlord Incentive Cohort will conclude in September 2027. As this cohort comes to an end, the specific MTW waivers associated with the program will also sunset.
What does this mean for landlords and residents?
RHA will continue to offer incentives that encourage landlord participation in the Housing Choice Voucher (HCV) Program. Landlord partnerships remain essential to expanding housing opportunities and ensuring families have access to safe, stable homes. The Moving to Work (MTW) program is a U.S. Department of Housing and Urban Development (HUD However, the conclusion of the cohort does mean that some program elements may change as we transition away from the MTW waiver structure and move toward a redesigned post-cohort approach.
RHA is now entering the planning phase of this transition, led by the Administration Department under the guidance of CEO Laura Snyder. During this period, RHA will work closely with landlords, community partners, and stakeholders to ensure that wraparound services remain strong, responsive, and well-supported.
Our goal is to ensure that all residents served through RHA programs continue to have a clear and unobstructed path to stability, housing success, and long-term opportunity.
