Government Shutdown and Housing Stability

Rockford, IL — As of October 16, 2025, the federal government remains in a shutdown due to a failure to pass appropriations for Fiscal Year 2026. While many federal functions are paused or scaled back, critical housing programs are currently continuing under pre-obligated funding and contingency plans.

For public housing authorities (PHAs) in Illinois—including the Rockford Housing Authority (RHA)—short-term impacts have been contained through careful financial planning, conservative spending practices, and the agency’s ongoing commitment to preserving funds that ensure resident stability.

However, if the shutdown continues beyond several weeks, authorities may experience increased operational strain—particularly smaller PHAs with limited reserves.

“Our residents are at the heart of every decision we make,” said Laura Snyder, CEO of the Rockford Housing Authority. “While we remain confident in our ability to maintain essential operations, we recognize that uncertainty can cause real concern for the families and individuals who depend on these programs. We will continue to communicate openly and do everything in our power to ensure that our residents feel supported and informed.”

RHA leadership continues to work proactively with state and local partners to mitigate potential impacts, prioritize critical services, and maintain stability for residents. The agency stresses that collaboration and advocacy are essential to protecting affordable housing resources and the families who rely on them.
