Public Housing vs. Section 8

Welcome back to our Affordable Housing Series, where we break down important housing topics to help you make informed choices. In this edition, we’re comparing two essential programs—Public Housing and Section 8 (Housing Choice Vouchers). Both aim to provide safe, affordable homes, but how they work is very different.

What Is Public Housing?

Public Housing includes homes owned and managed by Rockford Housing Authority. When you apply, you’re requesting to live in an RHA-managed community. These units—from apartments to family homes—are assigned based on household size and income. Many locations also offer on-site services to support residents.

What Is Section 8?

Section 8 is a voucher-based program that lets you rent from private landlords. You choose where to live, as long as the landlord accepts vouchers. The program pays part of your rent directly to your landlord, and you cover the rest—offering more flexibility in housing choice.

What’s the Difference?

  • Location: Public Housing = RHA-owned units. Section 8 = private market rentals.
  • Availability: Section 8 waitlists open less frequently and for shorter windows. Public Housing may have multiple lists by unit size.
  • Process: Both require income and background checks, but Section 8 also includes landlord approval and property inspection.

Understanding how these programs differ can help you choose the path that best fits your goals and needs. Whether you prefer the stability of RHA communities or the flexibility of Section 8, Rockford Housing Authority is here to guide you every step of the way.
