Admissions + Continued Occupancy Policy (ACOP)

What is the ACOP?

The Admissions and Continued Occupancy Policy (ACOP) is the Rockford Housing Authority’s written statement of policies used to carry out the housing program in accordance with federal law and regulations, and HUD requirements.

The ACOP is required by HUD, and it must be available for public review [CFR 24 Part 903].

The ACOP also contains policies that support the objectives contained in the Rockford Housing Authority’s Agency Plan.

All issues related to public housing not addressed in this ACOP are governed by federal regulations, HUD handbooks and guidebooks, notices and applicable state and local laws. The policies in this ACOP have been designed to ensure compliance with the consolidated Annual Contributions Contract (ACC) and all HUD-approved applications for program funding. The PHA is responsible for complying with all changes in HUD regulations pertaining to public housing.

Key areas covered in an ACOP:

  • Eligibility Requirements: Applicants must meet income, identity, and citizenship criteria.
  • Tenant Selection: Applicants are selected from a waitlist based on preferences and eligibility.
  • Admissions Preferences: Priority is given to certain groups like the homeless or displaced.
  • Waitlist Procedures: Applicants are placed and maintained on a ranked waitlist.
  • Rent Determination: Rent is based on income or a flat rate option.
  • Utility Allowance Policies: Allowances help cover tenant-paid utilities based on unit type.
  • Transfer and Eviction: Transfers are for safety or unit size; evictions follow lease violations.
  • Grievance Procedures: Tenants can dispute decisions through formal grievance steps.
  • Pet Ownership Policies: Pets are allowed with restrictions on type, size, and behavior.
