Rockford Housing Authority invests in solar panels, other efficiency upgrades

The Rockford Housing Authority is completing a three-year, $7.2 million energy performance upgrade at nine of its 11 developments. Each site — aside from Fairgrounds Valley and Brewington Oaks, which are awaiting redevelopment — has gotten a new, more efficient system, including lighting, appliances, insulation, water, heating and cooling. The Housing Authority was able to make the upgrades through energy performance contracting. This U.S. Department of Housing and Urban Development program allows agencies to borrow money to hire an energy contractor and then pay it back with money saved through more efficient systems.
