Youth Fair Builds Bridges for Bright Futures: A Section 3 Story 

Young Adults at a Crossroads 

For many youth between ages 16 and 24, the transition to adulthood comes with more questions than answers. Should they go to college? Start a job? Pursue training? Too often, they face these decisions without guidance or access to resources. 

In the absence of support, potential stays locked away waiting for someone to open the right door. 

Disconnection in a Resource-Rich World 

Across the Rockford Housing Authority communities, young residents want opportunity but often don’t know where to start. With workforce services scattered across the city and higher education feeling out of reach, it’s easy to feel alone in the search for a path forward. 

That’s where the Section 3 Program steps in.

Stephanie Summers, Section 3 Program Manager at RHA, knows what’s missing and she’s building it. 

Through the HUD Strong Families Youth Fair, Stephanie and her team bring everything young people need under one roof. The event is designed to connect 16–24-year-olds with workforce partners, educational guidance, and career planning while also offering food, prizes, and a welcoming environment. 

“Our goal is to help youth transition into post-secondary education and employment,” says Stephanie. “This is about breaking silos and building real partnerships that serve the community.” 

What to Expect at the Youth Fair 

At the Youth Fair HUD Strong Families Event, here’s how a participant’s day might look: 

  • Step 1: Walk in and register 
  • Step 2: Visit 15–20 tables offering resources, support, and next steps 
  • Step 3: Earn raffle tickets by stopping at tables 
  • Step 4: Enjoy food and interactive conversations 
  • Step 5: Meet one-on-one with providers who will help map out education and career goals 
  • Step 6: Leave with real tools and renewed confidence 

 

Even if you just stop by because you saw the tents, you’ll leave with something valuable,” says Stephanie. 

Note: This event focuses on networking and guidance, not on-the-spot interviews. 

Youth Empowering Youth 

Participants in the Section 3 program also support the event completing community service hours while sharing their own stories and insights with peers. 

That peer-to-peer connection is powerful. It shows attendees what success can look like and that it’s possible for them too. 

The Risk of Doing Nothing 

Without access to events like this, many youth remain stuck missing out on job leads, financial aid resources, and a sense of direction. The Youth Fair is more than a one-day event; it’s a launchpad toward long-term independence.
