Disagree with a housing decision? Take action today. If you are a resident or applicant of the Rockford Housing Authority (RHA) and believe an error or unfair action has occurred, you may be entitled to a grievance hearing.
A grievance hearing allows you to formally contest decisions affecting your housing status, eligibility, lease, or services.
RHA provides this process in compliance with:
→ For applicants denied assistance (ACOP 6.1)
→ For HCV participants facing changes in eligibility, subsidy, or termination (ACOP 6.2)
→ Early resolution with your property manager (ACOP 14.1)
→ For serious matters involving lease termination, rent calculation, or resident conduct (ACOP 14.3)
→ Appeal a trespass/banning decision (ACOP 14.5)

Be ready to explain your situation and attach supporting documentation.
You have the right to request a hearing without fear of retaliation. All information is handled confidentially per our Privacy Policy.
Typically, within 10 calendar days from the date of the notice or action. (See ACOP Section 14.3)
Yes. You may bring an advocate, attorney, or representative to your hearing. (ACOP 14.4)
RHA will notify you by mail or email with the time, date, and location of your hearing.
