The Rockford Housing Authority (RHA) has completed its annual review of the Utility Allowance Schedule for participants in the Housing Choice Voucher (HCV) Program, in accordance with U.S. Department of Housing and Urban Development (HUD) regulations.
The proposed 2026 Utility Allowance Schedule is available for public review and comment. The schedule reflects current utility rates and is used to determine the amount of tenant-paid utilities included in calculating housing assistance.
The proposed schedule will be available for inspection on the RHA website at www.rockfordha.org and at the RHA Administrative Office, located at:

After the close of the comment period, RHA will review all comments received. A final version of the 2026 Utility Allowance Schedule will be adopted and posted on the RHA website.
