The Rockford Housing Authority is accepting public comments regarding proposed revisions to its Housing Choice Voucher Program:
The proposed schedules are available below for public review. These changes are not final and are proposed to take effect January 1, 2027, following consideration of public comments and completion of the applicable review process.
The public comment period is open from September 23 through October 27, 2026.
Comments must be received by 3:00 p.m. Central Time on Tuesday, October 27, 2026.

When commenting, please identify whether your comments concern the Utility Allowance Schedule, Payment Standard Schedule, or both.
Utility allowances are used to account for reasonable tenant-paid utility costs when calculating assistance under the Housing Choice Voucher Program.

Payment standards are used as part of RHA’s calculation of Housing Choice Voucher assistance and vary by bedroom size. A payment standard is not a guarantee that a particular rent will be approved or that every household will have the same tenant contribution.
