What is Moving to Work Demonstration Program? (MTW)

  1. MTW offers Public Housing Agencies (PHA’s) as in the case of the Rockford Housing Authority, the opportunity to design and test innovative, locally designed housing and self-sufficiency strategies.
  2. MTW gives PHA’s flexibility to design and test different approaches for more cost-effective program administration.
  3. MTV allows PHA’s exceptions to certain Public Housing and Housing Choice Voucher rules and to use funds flexibly.

Since MTW PHAs differ in terms of size and communities served, there is no one standard measure of success for all MTW activities. Each MTW Agency outlines its own measures of success, based on local and community standards, in its Annual MTW Plans and reports on their progress in their Annual MTW Report.

As part of the application process, the Rockford Housing Authority hosted two virtual meetings for participants within our Low-Income Public Housing and HCV programs, and a Public Hearing to discuss RHA’s proposed application to HUD to join the Moving to Work (MTW) program.

The three MTW statutory objectives:

  1. Reduce cost and achieve greater costs effectiveness in Federal expenditures;
  2. Give incentives to families with children where the head of household is working, is seeking work, or is preparing for work by participating in job training, educational programs, or programs that assist people to obtain employment and become economically self-sufficient; and
  3. Increase housing choices for low-income families.
